Council Approve Referendum!

Welcome to our website!

At their Cabinet meeting on 8 September 2021 the council agreed that your Neighbourhood Plan has met the various legal requirements and should now be put to a referendum. All registered voters in the Forum area will receive a polling card and the referendum is expected to take place on 28 October 2021. Full details of the final plan will be available on our website before then.

What am I voting for ?

The Neighbourhood Plan was born out of a desire by the community to protect the Green Belt and the East Boldon from large scale and poorly placed development. 

Does the Neighbourhood Plan propose sites for new housing ?

NO! The Neighbourhood Plan does not propose any building sites and it requires that new developments should only be built within the existing built area (the “Settlement Boundary”), protecting the Green Belt .

Neighbourhood Plan or “Local Plan?”

The Neighbourhood Plan creates a vision for our area and is based on the result of a number of consultations with residents. It protects not only the Green Belt but other green and open green spaces within the village. It includes a Design Code which can influence the type, design, location and mix of new development. It also addresses other issues including road access, cycling, footpaths, and access for people with disabilities.

The Neighbourhood Plan is NOT THE SAME AS the Council’s “Local Plan” which received so many comments when it was consulted on in 2019. The Local Plan is intended to shape development across the borough in the years ahead.

The Neighbourhood Plan can only come into effect and have an influence on Planning Applications if it is adopted by those living in the Forum Area by means of a Referendum.

What about developers / land owners ?

Although the Council has withdrawn the 2019 draft Local Plan (see here for more information), there is still significant pressure from developers and land owners to build in our area. For example, Avant Homes has run a consultation to build on part of Cleadon Lane Industrial Estate, see here for more information. Barton Wilmore acting for the Church Commissioners have plans to build 278 houses on land at Low House Farm and the field behind Ferndale Grove / Hunter Close.

How do I find out more about the Neighbourhood Plan ?

We are currently preparing material to explain more about the plan and what it means for East Boldon. Please keep a look out for this information, it will all be available on this website.

Progress Timeline:

The Forum has been active since 2016. We have created a visual timeline to show the progress which has been achieved since the idea of a Neighbourhood Forum for East Boldon was first suggested in November 2016. Please click to see more details.

We will add more information and links to support each of the items on the timeline as they become available.

Neighbourhood Forums have a legal standing and allow residents to influence (but not prevent) future development in their area. The East Boldon Neighbourhood Forum was designated by South Tyneside Council in January 2018. Since then, the Forum has been working on the development of a Neighbourhood Plan which will be subject to a referendum later in 2021.

Funding, Independence and Membership

The Forum is an independent body mainly funded by Government grants which are specifically available to support the development of Neighbourhood Plans across the country. It does not support and is not linked to or supported by any political party.

It is required to work with interested stakeholders and consequently will continue to work with Council representatives and Councillors to ensure the delivery of a Neighbourhood Plan for East Boldon.

Anyone over the age of 16 who lives, works or is an elected councillor in the Forum area (which includes elements of the Cleadon / East Boldon and West Boldon / Boldon Colliery council wards) is entitled to become a member of the Forum. The Examiner has completed her analysis of our plan, please read her comments. We are broadly happy with the outcome, the Examiner has upheld the proposed Settlement Boundary but has unfortunately removed two of our proposed policies.

Outcome of Consultation on the Submission Draft Plan

Results from the consultation on the Submission Draft Plan are in! Many thanks to those who took the time to comment on the plan, particularly those who gave 100% support. However, there were some objections to the plan, particularly from developers and land owners who have their own ideas. The Independent Examiner, Rosemary Kidd, will ask for clarifications for any responses and objections, as necessary.
